Meet the Dream Come True Foundation Board
Carol Kallendorf, PhD
Carol Kallendorf is an Austin, Texas entrepreneur with a passion for people, excellence, possibilities, community-building and social justice. With her life partner, Jack Speer, she runs Delta Associates, an organizational development firm dedicated to helping organizations and the people who work in them achieve their fullest potential. Delta’s clients span many industries from coast-to-coast. With Jack she is co-founder of the World Type Alliance, an online community dedicated to the application of psychological type, and co-founder of Delta on High Performance, an e-zine focused on building and scaling high performing organizations. She earned her Master’s and PhD degrees at Duke University. She and Jack co-founded the Dream Come True Foundation to help people achieve their dreams – even against the greatest odds and through the most severe adversity. She loves gardening, cooking, learning, exercise and hanging out with the two standard poodles of the family, Winston and Roosevelt. She boxed for five years until a neck injury forced her to stop–but she still loves a good boxing match.
Jack lived for many years in Santiago, Chile, speaks Spanish, and has been involved in medical missions in Honduras. Jack, along with Carol, are co-founders of The Dream Come True Foundation, whose mission is to help people “on the edge of success,” people who have shown the initiative and resilience to take significant steps to realizing their life dreams. Jack has led the Dream Come True Foundation as its first president. He attributes the success of the organization to a very powerful, competent, caring board, passionate about people and their dreams. Jack is married to Carol Kallendorf, Ph.D. They live in South Central Austin (78704) with their two Poodles, Winston and Roosevelt. They are the parents of two children and four grandchildren. Proactive Finance Group, LLC
Sam earned a BBA from the University of Texas at Austin in 1978 (Business Honors Program-Accounting) and a MBA from University of Texas at Austin in1979. He has a vast range of experience in the financial industry includes audit work for Ernst & Young and a role as general manager/controller for Cone Biotech. He worked as an independent consultant for seven years before taking a position with Proactive Finance Group where he still works today. Since 1980, Sam has been active in various activities and committees at Tarrytown United Methodist Church and its outreach projects in the Austin area. He is an avid runner and has been involved with various other civic and professional associations over the past 30 years.
Jessica Sager is an organization development consultant with a passion for developing leadership and a knack for aligning and energizing teams. An avid learner, Jessica received her MS in Organizational Leadership from Colorado State and has completed graduate studies in Training and Development (St Edwards) and Social Entrepreneurship (School of International Training, Jaipur, India). Currently, she works as senior consultant with Delta Associates, as well as individually consulting and working with entrepreneurs and team leaders across the United States. Jessica truly believes in the importance and impact of effective mentoring. She mentors young girls through Explore Austin, helps other young professional women get mentors through her work with the Young Women’s Alliance, and has worked with Dream Come True Foundation to develop their mentor manual and training.
Charles N. Larkam II, ChFC, CLU
Charles Larkam is a native of Austin, Texas. He graduated from Whittier College (Whittier, CA) in 1980 and has spent 37 years in the financial services industry with the same firm – AXA Advisors. Charles’ practice serves public and private sector companies as well as individuals and families. Client services include: estate and business planning, retirement and executive benefit planning, financial planning, insurance and investment planning. Charles demonstrates consistency in leadership to his community as well as to his practice. He is a member of the Society of Financial Service Professionals and past president of The General Agents and Managers Association (Austin Chapter). Charles is a graduate of Leadership Austin and a past president of the Austin Jaycees. He also served as a speaker/trainer for the United States Jaycees. Charles is married with three children.
Raquel Valdez Sanchez
Raquel Valdez is a corporate strategist, marketing guru, and equitable community development advocate. Raquel holds a B.B.A. from the University of Texas at San Antonio in Management and Marketing and has 11 years of experience in the field of community and economic empowerment. Her passion is building strong communities by promoting balanced financial economic opportunities for homeowners, small business owners, and consumers. As Chief Operating Officer at BCL, Raquel has led the strategic growth through the development of Homeownership, Community Development and Entrepreneurship lines of business in Texas. In addition to managing daily operations, overseeing the budget, and advancing the mission-related impact of the organization, Raquel focuses on the creation of livable wage jobs to promote healthy economic growth. A graduate of the Opportunity Finance Network, Opportunity Fellowship and Leadership Texas’s Power Pipeline, Raquel has served as Chair of the Greater Austin Hispanic Chamber of Commerce Accessing Capital Committee and FDIC’s Alliance of Economic Inclusions Small Business committee. She currently now serves as Vice President of Young Hispanic Professionals Association of Austin and the I-10 Central Texas Alliance, which promotes economic development in rural communities along interstate 10 in Texas. Ms. Valdez is a fifth generation Austinite and volunteers her time to a variety of charities, include serving as a mentor with SouthWest Key youth mentoring program.
Michael Rayos is the Dream Come True Foundation's first achiever to join our board of directors. Michael has joined our program services committee, where his experience and expertise will no doubt prove to be invaluable. Michael completed his degree in network engineering in May of 2017 and is now working with Indeed as an IT support specialist. Being a single dad of three, Michael is no stranger to hard work and perseverance. Michael has been such a strong and positive force within the Dream Come True family, and will continue to be an asset as we work together to change lives.
Ronald Dittmar, CPA
Ronald Dittmar, currently serving in the role as Treasurer for Dream Come True Foundation, is a Certified Public Accountant, providing tax, consulting and bookkeeping services for more than 100 clients. Ronald was the Treasurer of Bouldin Creek Neighborhood Association, for several 3 year terms between 2003 and 2017, and remains on the Parks Committee of BCNA, doing greenbelt and park cleanup and improvement. He is also currently the Treasurer of Austin Science Education Foundation, which produces the Austin Energy Regional Science Fair for Elementary through High School students annually. A native Austinite, Ronald went to Austin High School, Austin Community College and University of Texas. He is married with two young children. He was also a professional musician for many years, before completing the CPA classes and exam, and currently plays music occasionally with the band ‘Brass Buckle’.
With nearly 40 years of utility operations, finance, accounting, and auditing experience, Ms. Bailey has worked as a regulator, utility executive and consultant. She is a respected leader in the industry and has consulted on operations, financial, regulatory, and strategic issues, as well as 19 years managing various operations at one of the largest public power organizations in the country. Throughout her career she has worked with political organizations and has a proven track record of providing vision as well as collaborating with regulatory and legislative officials on policy issues. She has spent the last five years helping the city of Boulder Colorado evaluate and implement a plan for taking over the electric system serving the city and creating a model for the utility of the future. Over the years she has followed her personal passions for animals, the environment, and education through her work on the Boards of Austin Pets Alive, Save Town Lake, PTA, and Dream Come True. She is a lifelong Austinite, lover of the outdoors, and has fostered dogs for many years. She served as a mentor for Dream Come True and was Dream Come True’s first Board Treasurer. She is married with two sons in college.

Allie Thomson is CEO and founder of Aspire Allergy & Sinus, formerly Texan Allergy & Sinus Center, a statewide allergy and sinus company headquartered in Austin, TX. Aspire Allergy & Sinus operates clinics in all major Texas cities, as well as select cities in Colorado and Florida. Prior to founding Texan Allergy in 2011, Thompson had leadership positions in Pharmaceutical Sales at Novartis and in Provider Relations at Methodist Health System.
Elizabeth Soltero Carroll
University of Texas at Austin
Elizabeth Soltero Carroll is an analytical professional with a passion for continuous learning. She is a Project Manager for The University of Texas at Austin and is continuing her professional growth and education in the Master of Science in Technology Commercialization (MSTC) Program at The University of Texas at Austin, McCombs Business School. After immigrating to the U.S. from Mexico, Elizabeth learned English during night classes, worked, and attended and graduated with an Associate Degree in Network System Security Administration at Austin Community College. She then worked for IBM Global Business Services for the next 10 years while earning multiple degrees and certifications. Elizabeth gladly gives back to the community whenever she can and currently serves as the Program Services Chair for The Dream Come True Foundation and mentors over 200 tech graduates through Capital Idea.
